Kenmore Elite not cooling/freezing evaporator not getting cold, burn marks

Hello All, I have a relatively new Kenmore Elite 795.7205 that is no longer cooler/freezing. What a way to start the day after the 4th.... After a trip to Sams club for a new freezer, so we don't loose all our food, I started to troubleshoot the problem and discovered the following at the evaporator coil: There was a black tape/shrink tubing around the sections that appears to have gotten really hot and burned/melted. The Defrost element is on the opposite side for this model, and the connection is still pristine. I have also tested all the fans and all is well. What would cause this to get so hot? Do I need to replace the evaporator coil and recharge the system? nixsun attached the following image(s):

Hi.
When you turn the refrigerator on do all the fans and compressor runs? Do the evaporators get frosted? Also, please provide the complete model number.
