Kenmore simple top-freezer refrigerator 253.69847890, manuf. date 5/99, R134a

Lately have noticed sometimes when it starts, for about 1/4 second there is a 'ringing' sound like a piezo chime (seems to come from the area around the temp control dial), and the compressor runs at about 2/3 speed before transitioning to the normal run sound (normal steady purr, sounds like most refrig's I've ever heard). Seems like it's at a constant 2/3 speed for a moment longer than it should be, before transitioning to the normal run speed and sound. Interior light 'noticeably' dims when this happens.

This happens less than 1/2 the time but still often. Other times, get a normal-sounding rapid start.

Is this a symptom failing starter components? That if I replace now, can avoid burning out the start winding in the compressor? What should I test/check to tell if it's simple/cheap vs. an internal compressor problem?

Simon, Thank you. I have some knowledge & a simple multimeter, not including a capacitance check. I might be able to find a resistor in the right range & place it in series - maybe I can ballpark the capacitance by watching the needle. O/W, the folks at work will certainly have a proper meter. Jumping the motor sounds a bit scary... Rich
