Not cooling at all. Compressor makes subtle click noise & won't run. Looking for theory of operation. What VOM type readings where to isolate failing component. ie. no power check for 110 at plug type help. In this case I want to know where I should have meter leads to see shot when trying to start. How long it would last. I see run cap but no start cap. I see a hard to start device and not sure what that is or how it works. Is it just a relay or build up charge like capacitor? I see controller TSD ... What does TSD stand for? Any way to help motor start by giving it a spin. My thought process at this point is I can hear compressor motor try to start. So getting voltage. So not enough umph and needs like start cap boost or internal mechanical piston failure or lockup. Maybe burnt relay contacts creating high resistance. To summarize if a motor isn't running I put my leads on hot and neutral when tries to come on to see if there or not. What wires going to motor do I read resistance and what reading should I be seeing?

Here is the tech sheet

Here is info on how to use a meter to check the compressor windings for continuity/resistance and if they are grounded.
Note the tests can tell you if a compressor is bad.
They do not tell you that the compressor is good as it may have internal mechanical problems.

If the4 condenser/compressor fan is on then the compressor and it's start device should be getting voltage as they are wired in parallel.

It is basically a larger/stronger capacitor. So in the long run it often burns out a compressor.

I think you are referring to a start device.
It is solid state instead of a relay.

No
