GE refrigerator, stops cooling when adjust temperature downwards

GE GSS25KGMDWW side-by-side refrigerator, when I change the temperature settings for the refrigerator or freezer to make it colder (changed from 5 to 6), both stop cooling and the compressor does not turn on. Unplugged the fridge, reset the temperatures for freezer and refrigerator back to 5, plugged in again, compressor started and refrigerator cooled. When I tried to lower the temperature again, both compartments stopped cooling. Retried the unplug, temperature reset and restart multiple times after letting it all get to 70 degrees, but the compressor would not turn on again to cool either compartment. The compressor fan did turn on.
So I replaced the system board with a new WR55X10942 board, everything worked until I tried once again to change the temperature settings. Once I did that, the compressor did not turn on and the refrigerator and freezer stopped cooling. Put temperature settings back to 5, unplugged and then plugged it back in, everything works again so I am hesitant to change the temperature again.
Just ordered a new encoder board, WR55X10150. Is there anything else that could be the source of the problem?
