The drum wouldn't turn, so I tested the thermal fuse and found infinite resistance. But the heater was still coming on. After replacing the thermal fuse, the drum turns, but the heat is on even when set to 'fluff air' and also seems too hot with temp set to Low.

I found the source of the problem. The heating element had a broken insulator that allowed a coil to touch the housing.
