When I select the hot/cold water temperature the water flow is low and it is not coming out hot, but if I switch it to cold/cold or warm/cold the water flow to fill the washer basket is normal, but the for warm the water comes out cold. Do the water inlet valves need to be replace? GE washer model# WCSE4160B2WW.

Sounds like you don't have hot water. It is normal for the water to come out slowly on the hot water side. What happens if you turn your hot water valve off at the wall fixture and you have selected hot water?
