Maytag Gemini double oven- broiler element works in top oven but bottom one does not. Replaced the element but still not working. Could it be control panel issue?

Your units wiring is on Pages 6-9 and 6-10.

I am assuming that the oven either stays in pre-heat (never comes ready) or takes a long time to reach the set point temperature.

Most likely it is a control board (item 2 in section 02) problem.

I would check that the wires to/from the element is OK.
