Doesn't cool. No freezer. it's a garage fridge. Evaporator Motor and fan works. Compressor works. Fan runs continuously. What should I check next?

Check the evaporator coils.
If there is no frost/cooling on the coils then it is a sealed system problem and probably not worth fixing.

Yes as the repair cost could be close to what a new unit costs.
