I have a Bosch SHY56A05UC/14 dishwasher that no longer is heating the water. I am assuming that I need a new inline water heater (Bosch 219639). I also noticed that when I run the dishwasher with the door open, I noticed that the lower arm rotates slowly with the water jet only reaching the top of the silverware holder. After a short time it stops and the water starts coming out the upper arm. However the upper arm does not rotate. When I pull the upper rack out, I get a stream of water. Does not seem that forceful. Is this normal or is it indicating I have other problems other than the heater.

Did some research and found troubleshooting guide for heater,

Still not sure about the circulating pump. Unsure if this is normal or if I need a new impeller or a whole new pump. During the wash cycle the lower arm rotates but oily sprays water to the level of the silverware holder. The upper arm doesn't seem to rotate. the water is being pumped to the arm but the pressure seems low.
