Please help....my compressor and the fan at the bottom both run but niether the fridge or freezer gets cold

When you say the fan at the bottom, do you mean the compressor fan?
First I would check to make sure that the condenser coils are clean. If they are dirty, they will not properly cool down and your fridge will not get cold enough.
Next, I would check to make sure that the evaporator fan inside your fridge is working. This helps to move the cold air around. At the same time you can check to make sure that there is no ice build up on the evaporator coils.

If the compressor is warm and vibrating, you have a serious sealed system problem.

The fan in the fridge will not come on.I unpluged the fan and put my dc volt meter on the 3prongs ....I believe the top two gave me like 98 volts dc when I shouldve had like 13

My coils look clean but I will spray them with coil cleaner.but my fan inside the fridge wont come on

The evap. Fan wont come on .I read somewhere to check voltage at the j2 pin but no where on the motherboard can I find a j2 pin

That problem makes the fridg terminal unless a real expensive one.; should confirm first.
