Fan in freezer has been replaced by GE repairmen three times to silence the motorboat sound and frosting on freezer wall. Last one was in April 2014. What is the problem? What is happening that makes problem reoccur about every 4-6 months?

This problem is usually caused by a degraded square wave from the motherboard, replace the board available on this site.
