Maytag DE313
Heating element gets hot, but motor will not come on.
Belt is good, motor just flat out won't start.
Is it a bad motor or is there a particular fuze or other point
I should check to make sure that the motor is in fact bad?
Anyone have a wiring diagram on this model?

Does the motor make any noise at all?

Sounds like it is a motor problem.

The motor has two centrifugal switches (item 11 in section 05) on it.
They activate when the motor gets close to operating speed.
One of them switches on the heater. This ensures that the heater does not come on until there is air flow.
The other switch has two functions. It disconnects the start winding since if left on this would overheat the motor. It also provides an alternate (parallel) circuit path around the start switch. This lets you release the start switch and the unit will then keep running.

Since you have heat without the motor running I would say that the centrifugal switches are activated when the motor is not turning.
This then also disconnects the start winding so the motor will not start. Usually though the motor will hum when this happens.

Could be that the centrifugal mechanism in the motor is clogged solid with lint or is bad. The switches themselves are no longer available so the motor must be replaced.

Below is my standard blub about how to double check this.

Try turning the drum by hand. Should turn fairly easily. If not could be the drum is jammed for some reason. You may want to try this on a couple other dryers to get a feel for it.
If it is difficult to turn run your fingers around the back and front of the tub to machine seal. To see if something has jammed between the tub and frame (bra wires are famous for this). Be careful in case the object is something sharp.
If nothing is jammed in there you will have to open it up and find the cause.

If it rotates OK.
This may take 2 people
Open the door
Manually hold the door switch closed
Push the start button and manually rotate the drum in the correct direction.
Watch your knuckles in case it starts up.
If it does start up, odds are high that you need a new motor.
Do not run the unit very long with the door open as it will blow a thermal cut-off.

Could also be that the motor is jammed solid with lint and this is preventing the Start/Run centrifugal switch from resetting (the unit is trying to start with out the motor's start winding in circuit.
