I have power to a brand new broil element and power to existing bake element at separate times neither gets hot how is this possible?

You are probably just measuring it incorrectly.
The heating elements do not use Neutral/ground as part of the circuit.
Since one side of the element is connected to one side of the line you will see 120 volts at the element when using Neutral as the reference but it is not actually in circuit. L1 to L2 is the correct circuit for the elements and get 240 volts across the element for the correct voltage.

Could be that the thermal limiter (item 18 in section 01) has opened.
It kills the L2 side of the line.
Note that the picture of this part shows a red button on it's back if this has popped up just push it back in to reset the limiter.
