Only inner ring of heating element works. Occasionally it doesn't heat at all. #9 & #10 juniper on the back panel read around 120v when individually disconnected and checked with a meter on a live test. Replacement element didn't correct the problem. Any thoughts on what is wrong?

Circuit board #9 and #10 are for the inner coil. First, check the two thermistors. If ok, check for power to outer coil, with dryer running and high heat selected, check for 240vac between #16 and L-2 (J-2 black wire). If not there, control board is bad. This board is no longer available from manufacturer but may be available from some parts sites. Search for WE19M1453.
