With the temp settings set at 1, the fan continues to run but the temperature is not staying cool. Is this a bad compressor or a bad fan?

Which fan?
There are two in the unit.
Both must be on for proper operation of the unit.

Are you getting any cooling at all?

If the condenser/compressor fan running?
If the fan is on, is the compressor on? You can usually hear it but should also be able to feel it vibrating and it should be warm.

If the fa and compressor is on then it is probably a defrost problem or a sealed system problem.

The fan in the rear on the bottom is running. There is cooling coming into the freezer, nothing into the fridge right now. The compressor is warm, not sure that it is vibrating though. Might it be the evaporator fan? I had the fridge unplugged for over three days. I wonder if it is a defrost issue? The issue has been that it has been cooling, but still too warm as ice is melting in the ice maker, and the fan is constantly running.

Yes it could be the evaporator fan.
It should be on whenever the compressor and it's fan are on.

The air will nor circulate into the fresh food side if the fan is off.
Also the freezer will have problems reaching the set point temperature as air is not being pulled through the evaporator coils so it does not cool properly.

If is not on, check across the fan for 120 volts. If it is getting the voltage and not turning replace the fan.

The evaporator fan gets it's voltage through a different path than the compressor.
The path is Power (red) , Temp Control (red to Yellow) , Evaporator Fan winding , Defrost Thermostat (brown to orange) , Defrost Heater , neutral (white).

If there is no voltage across the fan then unplug the unit and check across the defrost thermostat, should be 0 ohms and across the defrost heater should be about 30 ohms.

Note the defrost thermostat must be frozen when checking as it opens at about 50 degrees.

Correction on the compressor, it is hot. I checked the relay and it is working. The evaporator fan is working as well.

Remove the cover in the freezer so you can inspect the evaporator coils.
It is normal for the coils to have a fairly even coating of frost on them.

If they only have frost in one area then it is a sealed system problem.

If they are heavily frosted/iced over then it is a defrost problem.
Do not defrost them. This is to ensure that the defrost thermostat is frozen.
Rotate the defrost timer cam till the fans go off.
There is usually a hole in the cover so that you can do this without taking things apart. It only rotates in one direction.
You are now in defrost.
Check if the defrost heater is on.
Be careful to not burn your fingers.

If the heater comes on then I would replace the defrost timer.

If it does not come on check the heater itself and the defrost thermostat.
