no agitation due to ripping smell / oil in bottom of washer

hello! i have a ge washer that is not agitating and has a burning smell when it runs. i removed the front panel to find the drive belt beginning to rip apart horizontally and the pulley jamming on the frayed strips of belt. This washer is in a summer rental house that we operate and has not been used since the end of August. I got back to the house today expecting to replace the drive belt of the washer. However, i also noticed the interior of the bottom panel is partially covered with a black sticky substance that i assume to be oil. Would that most likely still be a drive belt issue? something else? should i replace the belt and then run it with the front cover off and watch for leaking oil?

Sounds like the transmission has leaked. You should be able to rotate the transmission pulley by hand. CCW (viewed from below) should be easy to rotate and causes agitation. CW rotation should release the brake and cause the basket to spin. It will be a little harder to turn and the whole transmission housing will rotate as well. You must keep the pulley going or the brake will immediately stop it. If you can't rotate pulley CCW for agitation, pull the agitator to see if something is jammed under it. Place a strap under agitator and yank upwards forcefully to remove it.

So both CCW and CW work as you described. Should i just replace the drive belt then? will the transmission still function properly after an oil leak? from what i've been reading elsewhere, it sounds like my transmission may be on borrowed time in the best case scenario, is that correct?

Hard to say, about the transmission. Can you see where the oil might be leaking from? Check the oil fill hole seal. Can you provide photo of the bottom of the motor showing detail of the pulley? Wondering why your belt is shreading. Eric
