No beeps whenever I turned it the machine after it broke.
As for the relay, I get less than 120 VAC from one terminal to ground, perhaps 75 - 90 VAC (different readings if the meter is set for 150 or 300VAC), and 0 VAC from the other terminal.

Okay, now unplug the dryer and remove the wire from the relay that showed no voltage and tape it off. Now, plug the dryer back in and start it. Now, test for 120 VAC from that open terminal you removed the wire from. Do you read voltage there? The voltage you are reading is too low but may be an issue with your meter. Can you verify in a know good outlet?

I get voltage that varies between 60 and 120 VAC.

Oh, wait. I tested the wire that remained and not the open terminal. I'll go do the test again.

That varying voltage may be an issue. Can you see any connection issue at the red wire you first tested?

The open terminal has 0 VAC.

Okay, now the other two wires on that same relay, the red/white ones, start the dryer and test between them for 120 VAC. Any voltage there?

The one red wire connected is stable at 120 VAC. Both Red/White wires are 0 VAC.
