oven heats up sometimes and sometimes it does not. when it does heat up only the bottom element comes on not the top in bake mode. Also when in broil mode top element comes on. now when the oven does not heat up the pre is displayed in panel and it does not ever switch to the temp the oven is set on. I ohmed the elements and they have continuity and I ohmed the oven temp sensor and it ohmed 1100 ohms. I am thinking the problem is in the control board, but not sure. Its the only thing left.

You are correct that since the elements both work and the oven sensor measures within range, the issue lies with the oven control. The correct control for your model is available at the link below.

on this oven do the top and bottom element heat up in normal conditions?

During preheat, the broil element will come on to get the oven up to temperature then the lower bake element cycles on and off to maintain the temperature.
