Ok this is a little complicated, but I will post the complete story. Hope someone has some ideas, cause I'm stumped.

My brother-in-law bought this dryer new a couple of years ago, and after he had it for about two months, it quit heating. He was working out of state and bought it where he was working, somewhere in Texas, I think. He had the repair folks out about 4-5 times and they have replaced several parts, but never got the unit heating. It will run, just not heat. He really got upset with the place he bought it and they brought him out a new dryer. Told him to dispose of the old one. That struck me as odd, but whatever.

He brought it to me the last time he came home and I've had it stored, but I got to it recently. Started troubleshooting with the tech sheet folded up in the control panel. Ohmed out the intake and exhaust thermistors, checked the limit switches and everything right to the point that the diagnostics said to replace the control module. Verified that the problem was that the heater relay on the board was not closing, so I ordered a new control module. As luck would have it, the new module did not fix it. I went back over everything, tracing the wiring from the sensors back to the board, Ohming the sensors at each end of the harness. I have verified that I have power thru the motor snap switch to one side of the heater, and I have power to one side of the heater relay. The module just won't close the relay.

Any suggestions will be greatly appreciated

I cannot find any info on the given model number.
Please check it.
Are you sure it is a MEDB400VC0 and not a MEDB400VQ0?

Since you have replaced the most likely culprit I would take nothing for granted so would start by checking the power.

Try flipping the breaker off/on slowly a couple times. Sometimes you can loose half the line without actually tripping the breaker.
Check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Do this with the heater off and on.

I am not sure how you are using your meter.
Checking the heater circuit by using Neutral as the reference point can be confusing as Neutral is not part of the heater circuit.

You could do a jiggery pokery check by shorting across the heater relay contacts. Just be sure to use a good sized wire that will take the amperage and that the connection is very good or it will overheat and burn up connectors etc. Or if possible short the two wires together making sure tey have good connection and cannot short to anything else.

Then plug the unit in and give it a try.
If you get heat then at least you know for sure that it is board/relay problem.
Do not let it run very long like this. It is just a a diagnosis check.

The above is risky so be very, very careful.

When checking thermistors they should be disconnected from the board.
This ensures that you do not read an alternate/parallel circuit path n the board itself.
