What is the best way to increase the spring tension on the idler pulley? Or does the mechanism need to be replaced? Belt not moving on spin cycle and it's burning up my belt.

It is possible the belt may have stretched, so try replacing that first. If that does not fix the problem go ahead and replace the spring and pulley mechanism. There is no adjustment for tension on these models.

Before I try to replace the idler pulley and spring, do you think that "belt dressing" might help? If not, is there a trick to getting that "C" clip off of the pin that holds the pulley in place?

Belt dressing will not help, sorry, wish it would. There are tools to get a c clamp off, but if you cannot borrow one try a flat blade screw driver. And look out, the clip may spring off and be lost forever
