defrost control board, and thermostat replaced.defrost element test good.Could it be the sensor that clips on to the coils?

Yes it could.
This is the defrost thermostat. It prevents excessive heat in the freeer compartment during defrost.
It should be closed (0 ohms) when frozen.
It opens just above freezing so be sure that it is frozen when you check it.
If it is deformed/bulged then replace it even if it measures OK.

Looks like you can replace either just the thermostat (Item 32) or the complete harness (Item 21) in the Liner Parts section.
