new Control Panel does not accept START key (beeps 3x) when sequencing through each function to cycle each component. (Note this is the last step of End of Service Test procedure to set new control panel).
When attempt to use oven after doing "End of Service Test" the oven gives F1:E3 error message. With repeated trials, it does provide some heat
Same error message for two new Control Panels
Oven probe checks out as being within correct resistance specification
Oven Cavity jumper is set to correct location.
Suggestions of what to check would be appreciated

Since you have the error codes I am assuming that you have the tech sheet.
Also am assuming that by Control Panel you mean the keypad (Console Glass).
My guess would be that the display board has a problem. I think they call this the Control Board in the tech sheet.
Perhaps try a different jumper settings just to see what if anything happens. |

Then depending on whether it is free-standing etc. the START button is pressed. I have a free standing so it was 12 times.
