Hadn't used oven for three days and notice that when we went into the kitchen that it always felt warmer than the rest of the house. We opened the oven door and heat came out. The Indicator on the display showed that it was off. But there was a red glow about two inches from where the lower element went into the back of the oven. Now we have to turn breaker off after using cook top or oven keeps on going even if it is turned off. This can be a potential fire hazard.

Hard to say if it is a fire hazard but it is definitely costing you a small fortune in electricity especially if you are also using air conditioning.

It could be that you have a grounded element.
Turn the breaker off and let the oven cool down.
Oven set to off.
Now put something that does not conduct electricity under the support legs and the oven floor. A small piece of cardboard (medium thickness) will do. Turn the breaker back on. If the element does not heat up then replace the element.

Remember to remove the cardboard before using the unit as this is just for testing.
