I have the same model of Westinghouse oven and the broil and bake function just went out at the same time. I had just changed the bake element 2 months prior but checked both with a multimeter. I took off the wires and the broil element was about 19 ohms and the bake element was 21 ohms. Both were good. I checked the resistance of the thermocouple, about 1080, which is normal for the temperature of about 70 to 80 degrees, so no issues. I continued to trouble shoot and discovered that when the bake or broil function was activated the relays sounded normal to me and there was 240 volts between either the bake or broil leg of the board and the L1 line (red). However there was no voltage across the bake or broil element leads (taken where the wires attached to the leads). So I was pretty sure the control board was faulty. I unplugged the wires and unscrewed the panel. I carefully seperated the outer circuit board from the panel housing and noticed that a solder connection to the right most relay (front side, not solder side) was missing all the solder connecting it to the L2 power pad. I soldered the relay leg back to the pad and gave it a test. Success!!
