Is the evaporator/freezer fan on. It should be on when ever the compressor is on.

You have to determine if the compressor is on.
Usually you can hear it but you should be able to feel it vibrating.

Is it cycling as usual?
Is it cycling quickly re: clicking and or buzzing?
If off is the evaporator/freezer fan also off?
If on all the time. Are the kick plate vents and rear vents (if it has them) clean? Are the condenser coils under the unit clean?
If all are clean then remove the cover in the freezer so you can inspect the evaporator coils.
If they are heavily iced/frosted over you have a defrost poblem.
If there is only frost in one area (usually where the freon enters the coils) you have a sealed system problem.
Both the above problems will make the compressor run all the time other than when it goes through a defrost cycle.
