The oven never really heated quite right, I would always have to set the bake temp 25-30 degrees higher than reccomended for it to heat up hot enough. The bottom bake element will not come on at all but the top one comes on but it dosent see to get as hot as it should. I tested to see if the bottom element was burnt out with a ohm meter and it tested 20ohms so it seems to be good. I tested to see if I was getting voltage to the bottom element and I was not. I turned the oven on and set it to 350deg. bake and tested to see if I had any voltage to the two wires that connect to the back of the element and I did not. I did a little research and I found that the temp sensor probe may be burtn out but it tested out fine at 1080ohms.
What is my next step I am now out of ideas and I am not finding anything new through research ?
It is a electric oven.
If you suggest a part, if you could please tell me the location and how to test it that would be greatly appreciated... I am no pro.

I cannot find any info on the given model number.
Are you sure it has a 4 at the start of it.
Also is there a number at the end of it.

It does sound like your control board is toast.

When you try to use it does it stay in preheat or does the oven show ready?

If it stays in preheat then your oven sensor is probably OK.

If it shows ready it could be the oven sensor but could also be a bad control board.

When I push the bake button and then hit start it shows "pre-heat", the top burner comes on but the bottom dosent. But when I push bake set the temp, push cook time and set the cook time then press start it dosent show pre-heat it just goes into bake mode. The pic of the controll board is when I do bake, cook time, then start.
I also have a pic of the model number.

See the attachment for the wiring diagram that comes up for the GR450LXHB series of units.

Usually when in bake or preheat the bake and broil elements switch back and forth.
This gives a quicker preheat and also provides a more even temperature profile in the oven.

It sounds like your control board is toast since the oven sensor, the bake element and power to the unit are all OK.

If you purchase it from AppliancePartsPros they will allow you to return it if it does not fix the problem. Please see their return policy.

As far as your other problem with having to set a higher temperature to get the oven to the correct temperature. This may have just needed a oven temperature calibration. Most units will let you calibrate plus or minus 30 degrees.

Yes.
Be sure to have the model and serial numbers available as there may be different revisions of the board.
Also tell them about the problem we had with the model number even though the board you list does look like rge one in your unit.
There may be something that I am not aware of with theses model numbers.
