When I turn the oven on, the igniter comes on. I do not hear the "whoosh"" sound that I hear when I turn on the broiler and that igniter opens the gas valve for the broiler. I replaced the oven igniter but that wasn't any better. Some flames are seen coming from the burner tube but are very few and not strong. Could it be the valve

Based on your post information and description, Yes, it could be the gas valve

Before you replace the part, you'd want to recheck and make sure the new igniter is mounted and aligned to the burner tube mount properly and there are no loose connections in the wires. Remove the burner tube, unscrew the orifice on the valve and check for debris, grease, spider webs, etc. If all's OK, replace the valve.
