I have read other posts about dishwashers not cleaning the top rack. However, I have done the following to no avail.

-ran 2 cycles with vinegar
-cleaned the screen
-cleaned the chopper (was clean)
-replaced the flapper valve
-cleaned the area around the copper and flapper valve (were clean)
-Cleaned the tubing to the top rack and above and all spray arms

Nothing seems to help. The fill level seems ok, as it fills to just below the heating element. The spray arms seem to spin (top is slower).

What am I missing? Is there another way to diagnose why the water is dirty on the top rack only?
