My GE profile dishwasher is not getting the dishes clean, primarily in the upper rack. Looks like the upper spray arm is not rotating and is clogged with food particles. Any suggestions on how to fix?

You said that the upper spray arm holes are plugged so I would clean out the holes.

The easiest is to do this when they are wet, Then try to pull the chunks out using tweezers.
Then let it run for a minute or so and do it again till all the holes are clean.
For tubborn chunkc try pushing them back into the arm and they may then flsu themselves out.

You could also remove the upper spray arm and try flushing it out.
I personally have not had much success doing this.
Seems I can never get all the chunks out so end up having to use the tweezers.

I have tried that multiple time and put the o-ring in the back where the water feeds thru. I have just ordered a new spray arm and hope that that works.

Since spray arm holes are clogging up I would also check/clean the filter basket (item 508 in the Body parts section) in the sump.

I thought you were referring to the top spray arm not the center spray arm.

Check if the top spray arm is also not rotating.
