Kenmore Dryer model 400 series will not ignite, but the drum runs. Jumped the fuse and still it will not iginte. I am thinking the safety sensor or thermal sensor.

Hi.

If the ignitor not glowing use the multimeter to check it's continuity, replace if needed.
Next check the flame sensor, you should have continuity, replace if needed.
Then thermal cut off and hi-limit thermostats. If open - replace them.

All this should be done assuming that the thermal fuse is good.

The igniter does glow. for about 10 seconds and then the blower kicks on and it goes out. Do you think it might be the flame sensor?

Hi.

If the ignitor turns off , it's not the sensor. The sensor supposed to open at 1500F which turnes the power to the ignitor off.
Make me think that you need to replace the control coils

You mentioned the blower kicking in, what blower?

I think you are correct, I will replace the control coils. It glows for about a minute then shuts off without igniting. I think I called the fan the blower. Because the drum will spin and air will flow through the system.
Thank you.
