Whirlpool range when you touch the bake panel burner, the broiler burner comes on also. What is causing this problem.

Also what exactly is the problem?

It is normal on most units for it to use the bake and broil elements during preheat and bake modes. This provides a more consistent temperature profile in the oven.

The bake element was on and all of sudden the broiler element came on and burned the cake that was baking, both elements were on at the same time
when only the bottom element was supposed to be on. thank you

Sounds like the control board (item 3 in the Control Panel Parts) needs replacing.
