The dryer stopped spinning but was heating. So, I replaced the idler pulley and belt now it's working but I have a concern that the front panel is getting really hot. I am worried I did not assemble the front panel correctly and may have created a fire hazzard. I tested it last night without any clothes in the dryer and that's when I felt the front panel get really hot. I checked vent outside and it does seem to be blowing out the so I don't believe there is a blockage. Any advice on what to do what be greatly appreciated.

Sounds like the heating element is shorted to the ground what cause it to stay on all the time.

Remove the wires from the heating element terminals and check for continuity between each terminal and the ground. If there is continuity, replace the heating element.
