Well I started digging around, found the schematic and diagram in the control panel. I've got voltage from L2 to pin 2 on the drive motor and voltage from L1 making it all the way through the heater to pin 1 on the drive motor and I'm guessing the centrifugal switch refuses to close.

The motor pins are not marked on the schematic so I have to do some guessing.

Using 120 volts to check for no heat can be confusing as the 120 can feed through various parts and you have no wat of knowing whether you are measuring L1 or L2 voltage.

Check L1 to L2 at the terminal strip, it should be 240 volts.
Then check across the motor's heater centrifugal switch, it also should be 240 volts.

if yes then the switch is the problem.
