I removed the fan motor and tested, seemed faulty according to multi meter test. I replaced the motor and it still is not running. Figured I should test the wire harness for proper voltage and I'm only getting around 24 volts but varies. Is this a control board issue? Can the control board have damaged the fan or vice versa? Need to know if i should go ahead and order the control board.

The voltage to the evaporator motor should be 12 vdc, not 24 vdc, your control board is probably bad and the new motor you put in may also be bad due to the high voltage.
