I have read a number of articles on this and have managed to
take apart the whole washer and clean it. The upper arm now
seems to have water pressure but does not spin.

1) I read an article about this. Said I need to take #8 off.
I did not. But did everything else
http://www.justanswer.com/appli...ot-spinning-getting.html
2) There is the whole see tube channel. Cleaned that. It
is very small.

3) Is the end of the arm supposed to have notches on it?
Why?

I don't buy the notion that the pump is "weak".

Thanks

What I mean by "tube channel" is the channel or "pipe" that comes
from the bottom where the water gets pumped up to both
the lower spray arm, and the top sprayer at the top of the machine
to spray on top of all the dishes. I cleans and flushed that whole
pipe, or tube, or whatever you call it.

As to the upper spray arm, I mean exactly what I said. One one side
there were two "notches". Equally spaced and looked like they belonged there. On the other side was a single one, that specifically looked similar to the other two, but a little chipped or broken. But somehow they looked like they are on purpose.

I plugged all 3 holes with epoxy thinking that it was a problem for pressure. When I put it back together to try the whole thing after extensive cleaning and it didn't spin, I drilled a comple replacement holes kind of at the side of the ends thinking that this discharge might propell the arm. Cause I blocked those other holes.

The whole system is kind of weak in how it should be designed to be able to work or thrust that arm and I was SHOCKED to learn the internals of how a dishwasher actually works (Not working off of house water pressure and pumping it in first, etc)
