GE Dryer model DCVH515EF0WW would not start. When pressing the start button, all that would happen as a "click!" Opened it up and the belt was shredded. Ordering part# AP4324040.

Question: would the belt breaking simply prevent the motor from turning on at all, or might I have an additional problem?

Yes a broken belt will kill [power to the motor.
The unit has a belt break switch (Item 803 in the Blower & Motor Parts section.

I would check the drum seals, rear bearing, front support glides etc. for wear.
Might as well replace them when you have the un it apart if they need it.

Give the in terior a good cleaning, inclucing the blower wheel.
It is also a good time to check/clean your vent system.
