Question 1- I removed the tub and there is water inside the white collar. Is this usual? Question 2- Washer was making grinding noise in spin cycle. Does the inner tub base need to be replaced when replacing the silicone tub bearing?

The top part of the tub is the balance ring which does have fluid in it. You don't need to replace the inner tub hub unless it is damaged.
