I'm trying to troubleshoot why this fridge doesn't, apparently, ever run a
defrost cycle and consequently the coils are all iced up.

Does it actually have a defrost timer? I can't seem to find it.

There is a defrost heater - it measure good at 32 ohms and the
fridge ran a defrost cycle when I unplugged and plugged it back
it so I'm assuming that whatever it uses for a timer is bad.

Yes it has a defrost timer. It is in the control console (Item 4 in Liner Parts section).
