Machine stops during rinse cycle, and cold water comes in very slowly

My washing machine stops while filling up for the rinse cycle. It won't restart unless I "reset" the control knob. It has always been very slow when filling with cold water, and appears to be even slower now. Since the rinse cycle uses cold water, I have a feeling these problems are somehow connected. I disconnected the cold water hose from the back of the washer, and checked the flow of water from the faucet and throught the hose. The water pressure is fine, however the water that came out was brown. What to do next? Please let me know!

First thing to do is to see what happens when the machine starts up and the temp selector is on cold water wash.
If the cold water is slow to non-existent there may be an obstruction in the valve assembly (check the screens) or a problem with the valve assembly itself.

If the cold water is slow to non-existent there may be an obstruction in the valve assembly (check the screens) or a problem with the valve assembly itself. I have since found the problem. I found that the screen where the cold water comes in was clogged, I cleaned it out with an old toothbrush, and now the washer seems to work fine. Thanx for the reply !
