My GE washer is just over 1 year old and will not spin or agitate. It fills, drains, and everything else, but when the cycle says wash on the control panel, it just sits until the time for the next cycle, rinse. It proceeds all the way up to the spin cycle and then sits again and does nothing. I know its not the breaker or the lid switch; it has to be something inside. How do I open it up and see what is wrong? I don't have the money to pay someone to come out--I just need some directions.

The motor stores error codes and some codes will shut the motor down. There is also a fuse. For more on the codes and the location of the fuse this page should help HydroWave GE Washer Repair Guide

I checked and the washer gives and error code 4. So I went through the troubleshooting and it mentioned "When the washer starts agitating, look at the tub from the outside. If the whole tub is turning back and forth the Mode Shifter is bad. But it never starts to agitate. So I cleared the codes and ran it again. No agitating or spin and I get the error code 4 again. Is it safe to say it has a bad motor??

I would say so because that code shouldn’t shut down the motor. If you have an ohmmeter… There is a wire that goes from the motor to the sifter coil (the center of the machine), disconnect that wire and check for continuity between the two wires. If it is open you know the coil is bad, which means that you have two problems because that don’t stop the motor from running. If it is not open (you have continuity) I would say the motor is the only problem.

SO how do you get the a new drive belt on this washer.
I can get the belt on the big flywheel, but how do I get over drive motor pulley? By Force? I have the drive belt install kits, but so far no luck. Can anyone help?

It is very hard to install the belt on this washer. The easiest (not quickest) way I can come up with is to remove the bottom of the washer to access the belt pulleys. You can and I have done it without removing the bottom but it is a pain. This link shows what I am talking about GE HydroWave Washer Belt Replacement
