I brought this over from the Parts forum as i didn't want to clog up the page with replies.
Here's the Q & A to date (and thanks to whomever responded to my original question):

=======================================================

QUESTION: Hello. When I actuate the water dispenser everything sounds fine except I get no water. The (filter) cover/bowl fills with water but does not reach the dispenser. I replaced the filter (and "o" ring) with new but the same problem exists.
Asked by Jack for Model FRS23R4CB2

ANSWER: Hello Jack. You need to remove the water line from the bottom of the freezer door. Then press the pad and see if water comes out there. If so, the water line is frozen inside the freezer door and will need to be thawed out. To do this, open the door on the unit and use a hair dryer, moving it up and down the door, and thaw the lines. Be careful not to melt the inside of the door when doing this. If you are not comfortable doing this, you can move the food inside the unit, and unplug the unit for about 6 hours with the doors open and thaw the line out.

I have since disconnected the coupling at the bottom of the freezer door and, when activating the water dispenser, no water comes from either side of that tubing. Filter bowl still fills with water and leaks out into the fridge.

After reading through some of the very informative threads here on the forum, I gave some more thought to the troubleshooting process. It also occured to me that the ice maker arm was in the up/off position, and I just now "asked for" ice to be made, so I will have to wait and see whether that works or not. It did raise an interesting question though:

When empty, since water is continually supplied to the ice maker and water only spills/overflows from the filter bowl when I activate the water dispenser, can I deduce that the ice cube maker water bypasses the water filter?

If so, could someone briefly describe the water path from supply, through the water valve (55) and how/where it splits between the ice maker and water dispenser.

I took a quick look behind the unit and couldn't see much from the dust accumulated but believe I located the water valve at the lower left rear.
I will clean it out back there and take a better look after determining the ice maker status.

First post and a great forum. I have lotsa reading to do...and thanks for any help/responses.

Still pluggin' away. Here's what I can confirm, so far.

1) No water to ice-maker, though it works as it should if I fill tray manually.
2) No water to dispenser.
3) No water at coupling at bottom of freezer door.
4) Water is getting to filter/bowl.
5) Valve sounds like it's working when dispenser is actuated.

Is there a connection point, between the filter out and the ice-maker and/or dispenser in, that I could check for water continuity?

Thanks!!!!
