Had electrical storm last night. Noticed the "China/Light" light blinking this morning. Tried turning off the breaker for a few minutes to possibly reset the CPU but did not work. Trying to diagnose problem. Tried pushing the start button, won't start.

Here are your parts

See the attachment for the tech sheet.

The tech sheet shows how to check the keypad.
You would be looking at the China key to see if it measures always closed.

The keyboard is a matrix type so has diodes ( which is why meter polarity is important when checking) perhaps the storm blew one of these.

Odds are higher that the control board is shot but it is best to check the keypad first. If it is OK then replace the control board, still a bit of a crap shoot but your odds are better.
