The Cold water inlet is definitly not stuck shut as it does fill with cold water, so current is being sent to the cold water inlet - wondering if its not completly opening.
I'm going tom order replacement valve - if its not that then something funky with the control panel.

This make no sense you have cold water flowing into the washer during washer fill and shuts off when pressure switch indicates proper cold water level fill correct? The only way you can get water to the softener reservoir is if you reverse the Hot/Cold hoses to the Water Inlet valves correct? If so that's where I'm at a loss to nail down the fail point.You should have a copy of the machine schematic in the console. I'll paste a screen shot of the relays involved for switching on the Washer Water Inlet valves and Dspenser valves.Good Luck Mark.......Dickdh1200s attached the following image(s):

No, only way of getting water to the softner reservoir is if I run board test with Hot [Heavy] & Softener [Normal] . This is regardless of whether the supply line connected to the Hot inlet is Hot or Cold (so not water pressure). Thats why I think the cold valve may mot be fully opening. I've ordered a new Water Inlet Valve so I guess will find out then. If not I'm at a loss.

I think we have success.
Changed the Water Inlet valve and when doing a board output test with Cold Water [Spin] & Softener [Normal] I get a wet tissue. Yipee!
Will need wife to run a few washes with cold rinse to be sure.
Will report back in a week.

This thru me off the Cold Water inlet side of the valve with; ""The Cold water inlet is definitly not stuck shut as it does fill with cold water"". And you never took a NF alarm during cold water fill. Good luck Mark...............Dick

Well everything good at moment.
All I can think of is the Cold water inlet was allowing sufficient water pressure not to get a NF alarm but not enough pressure to divert water to softener. But they why was there enough pressure to divert to bleach?
One of those unknown mysterys I guess.

The only way to check would have been a timed fill between my working machine and yours to get a feel for flow rate restriction.
I seem to remember it takes several minutes to trip the NF/No Fill alarm to the console. You can test just turn off your source fill valves and start a wash cycle and time the alarm to the console.

Maybe a dual problem/failure with the softner side of the dispenser valve. Only way to test that out is to throw your old dispenser valve assembly back in the machine after sufficent usage of the new water inlet valve assembly. I would hold on to the original dispenser valve.
Good move to replace the water inlet valve assembly. The other failure of that inlet valve would be a stuck open condition for either Hot or Cold would have caused a real mess with an over fill/flood in the laundry room.

Sorry to bump up an old thread but i'm having the same problem as britinva had only on the bleach side. I replaced the dispenser valve and in Service Mode I can get hot water to dispense but not cold. Should I be able to dispense hot and cold through the dispenser to the bleach side? vbmenu_register("postmenu_771118", true);

Yes but I haven't tried to flow hot water thru the dispenser valve in Service Mode. We do cold water wash cycles for all loads.
If you do a cold water fill of the machine will the machine fill with no issue? If not the Cold Water inlet valve is stuck closed, failed or inlet screen is very clogged.
Tell me if you can do a cold water fill of the machine with no "NF" error code to the console. NF error code means NO FILL.
If the cold water fill is good then I would question if 120VAC is making it to the bleach dispenser valve.
Do you feel OK to measure 120VAC on the terminals of the bleach dispenser valve body with it turned on in Service Mode?
