The washer fills the tub with no problem. I set the wash cycle and I can hear the timer operating. The tub fills with water, but the agitation cycle never starts. The timer continues to run normally. The tub will be filled with water until the spin cycle begins. The tub will then spin, rinse and drain the tub normally. Could this be a belt problem?

If the washer agitates fine on rinse cycle then most likely the problem is bad timer.

No the issue is not a belt, or motor problem, the fact that the washer spins and drains tells us that those two components are working, and the likely issue is a faulty contact in the timer itself,
