freezer temp is 4 degrees f. the compressor does cut off with the temp control in the frig

Freezer temp. is too warm, remove the back cover and check for heavy frost on the evaporator coils.

Wow, finally found the real problem. If the coils never get fully covered with light frost, then you have a refrigeration problem, or a defrost problem.If heavyh frost and ice, defrost with hair dryer and check frost pattern later. If still only partial frost, you have a refrigerant leak or a bad compressor.

i manually rotated the defrost timer and witnessed the heaters come on. checked the freezer temp after a while and it was minus 4 f. i have been monitoring the frig temp and it seems to be dropping. stilll wondering about the direction of air flow in the freezer. being its a side by side and the evaporator fan is on the top, should the flow be from bottom to top or top to bottom. also the fresh bins at the bottom of the frig already are below freezing.

The airflow must be from the top out of the freezer and return in the bottom vent.
Your freezer temperatures are too high to bring the fridg down to 40 ndegrees without running constantly. The partial frost in the evaporator coils prove you have system problems like a bad compressor or low refrigerant.
