GE washing machine does not agitate properlly or spin. The motor turns on all cycle's and the belt is tight. The agitator spins very fast only, when ever the motor spins.
Do I have a clutch or transmission problem?

I am afraid that if the motor is turning correctly then your problem is probably in the transmission/brake assembly which would have to be replaced.
