Take it apart and check all wires starting from the power cord, visually first and then with the meter for a continuity. For further instructions I need the complete model number.

It suppose to be a continuity between the neutral and the ground.
How did you measure a voltage when you said it was 85V? You should unplug the range first and measure hot to neutral and hot to ground at the wall outlet. ( If you look at the wall outlet the ground is the round one and if the ground is on the bottom then the right one is the hot and the left one is the neutral). Normally it should be about 120V in both cases.
If there is a proper voltage then you have to pull the range out of the wall, remove the back cover and inspect all wires and plugs inside. If you can not see anything wrong then, unfortunately, you have to call a certified tech to help you. In such situation the problem could be every were and without seeing the appliance it is not possible to diagnose it.

with the stove unplugged i measured the pins on the power cord.
one of the blades to the ground pin has continiuty the other does not.
the 85v was measured from a copper water pipe to a grounded object.
you could touch the pipe, the shower nozzle or the stainless sink and you would get shocked. with the stove unplugged all is good. plugging the frig in the same outlet causes no problem.

Looks like there is a short some were inside the stove. Without seeing the stove I'm not able to tell you were and what part is shorted. You have to call a certified tech to diagnose the problem.
