The 130F is a bit too low. Will you be able to check for 120v at the heater? If there is 120v then you should check the thermistor. At the control board unplug connector j5. Measure resistance between P1 and p3.You are looking for 10 Kohm @77F or 2,4 Kohm @140*F.
