After the cycle it leaves water at the bottom of the washer. looks like clear water. the drain hose was replaced but the sump area inside the washer is full of water - is this normal?

If not any suggestions on how to fix it?

I had the same trouble and repaired it by removing the pump and clearing some small plastic bits from the area of the little red flap that have the word "out" stamped on them. These flaps act as valves and prevent the water from backing up into the machine and must be clear of debris.
