Found that the drain valve was letting water out while it was filling thus the spray arm didnt have enough water to actuate. Checked springs on drain valve and also found solenoid was not activating the valve. It seemed to do this on its own by some sort of suction unless I held the valve firmly closed by hand.

Pull the pump out, you might either have weak springs, something jamming the drain valve inside the pump, or a warped housing.
